South Carolina Voter Registration

FairVote2020 has developed interactive maps showing extensive constituency information on minority voters in South Carolina. The first map below -- Unregistered Non-whites in South Carolina -- shows the unregistered non-white population as of 2002. Over 380,000 non-whites 18 and over are not registered to vote.

The second map shows non-white turnout on election day in November 2002. South Carolina records the race of voters on election day, so the percentages and counts in this map are actual counts -- not estimates. About 263,000 registered non-whites did not vote in the November 2002 election, resulting in a statewide turnout rate of about 50% for registered minority voters.

Other maps can be reached by clicking on "Compare Maps" on the left. These additional maps include census data on race, ethnicity and income. Map 26 shows Bush-Kerry results by precinct and is also available as a KMZ file for viewing in Google Earth.

Below links to those maps you will find links to maps in Adobe format which are also "zoomable." The Adobe maps include unregistered non-whites by county and maps showing precinct details for unregistered non-whites in municipalities with population over 10,000.

More detailed Adobe maps are available for 550 precincts statewide that are 40% or more minority voting age, with an estimated 50 or more non-whites of voting age who are unregistered.

Map 1 -- Unregistered Non-whites over 18 by 2002 precinct

At a scale of about 20 miles, the number of unregistered non-whites (by 2002 precinct) is displayed in purple boxes. When you click on ZOOM TO and then click on the map -- voter registration and demographic data for the precinct selected will appear in a table below the map. Click on INFO and then click on the map for more detailed data.

Note: Registered voter data by specific race or ethnicity is unavailable in South Carolina. All minorities are subsumed under one category -- non-white. In actuality, in most precincts, all but a small percentage of the non-white population is African American. The Latino population is growing in South Carolina, but it is not yet the demographic force that it has become in neighboring North Carolina and Georgia. However, there are locales where Latinos outnumber the African American population, e.g. Hilton Head Island in Beaufort County.

At a scale of about five miles, the number of registered non-whites (by 2002 precinct) who did not turn out on election day is displayed in purple boxes. This is an actual count compiled by the State Election Commission.

Map 20 -- Focus Precincts

Statewide Focus Precincts

This map shows about 550 precincts statewide - where more than 40% of the voting age population is African American, with an estimated 50 or more unregistered African Americans. There are about 200,000 unregistered African Americans in these precincts.

Street-level printer-ready detail maps can be downloaded by clicking on the INFO button and then on the precinct of interest. Next select "Focus Precincts" and select the Adobe map link from the lower half of the pop-up window. The block-level estimates in these maps are based on a geocoded voter list. Approximately 85% of African Americans registered to vote statewide were geocoded. Most of the remainder live in rural areas where address matching is more problematic.

Each map displays an area approximately 15 miles wide. About two-thirds of the state's non-white population lives in the areas shown on these maps.

These maps can be used for orientation purposes with the "focus precinct" block-level maps below. The numbers displayed in purple boxes show unregistered or inactive voters and will match the unregistered voter count in the footer portion of the block-level "focus precinct" maps.
